Mrs. Chan is the Convenor of Hong Kong 2020, a think tank concerned with constitutional reforms and governance issues in Hong Kong. She is also a founding director of Project Citizens Foundation whose objectives are to raise civic awareness and participation and to encourage constructive dialogue in protecting Hong Kong’s core values and life style under “one country, two systems.” Mrs. Chan retired as Chief Secretary for Administration of the Hong Kong Special Administration Region in 2001 after nearly forty years of public service.
